Regulations governing the implementation of the Education for All Handicapped Children Act in Washington State, specifically Chapter 392-171 WAC, are printed here. The regulations cover the follow areas relating to education of handicapped students: definitions, membership and functions of the state advisory council, students' rights to special education, identification and assessment procedures, eligibility criteria for handicapped students, individualized education programs, placements, annual review of placements and student progress, notice requirements, hearings, surrogate parents, records, private school students, annual school district application requirements, miscellaneous program requirements, monitoring/audits, and the citizen complaint process. A list outlining the disposition of sections formerly codified in Chapter 392-171 WAC is also included. The document concludes with Chapter 392-173 WAC regulations, concerning state schools for the deaf and the blind and the early childhood developmental centers operated by the Department of Social and Health Services.
