In 1987, Congress passed the Stewart B. McKinney Homeless Assistance Act. One of its provisions was that each child of a homeless individual and each homeless youth have access to a free, appropriate public education. As required by the Act, the state prepared a plan for indirect and direct educational services to the homeless children of Hawaii. A recent estimate of the number of homeless children statewide was 3,028. Provisions are made for administration and funding of programs under the McKinney Act. Hawaii has established a state coordinator for the education of homeless children, and has provided for the resolution of disputes about placement of such children and for assuring that any placement is in the best interests of the individual child. The goal is to ensure that homeless children receive the same services as do other children in the state. To that end, recordkeeping regulations were developed. Six tables present summaries of plan objectives. A 13-item list of references is included. The following materials are appended: (1) a study of the educational problems of homeless children based on interviews with 9 teachers, 7 operators of shelters, and 20 homeless parents; (2) the interview guide for teachers; (3) the teacher survey; (4) 3 bar graphs; and (5) an outline of 12 educational problems faced by Hawaii's homeless children and youth.
