The philosophy known as Total Quality Management (TQM) is frequently presented as a way to change and improve public education. This issue of "Focus in Change" examines Deming's original 14 TQM points and their application to education. Myron Tribus lays out the core philosophy of the movement and discusses its possible application to schools, stating that the four components of a quality education are knowledge, know-how, wisdom, and character. To gain a sense of how schoolwide implementation might occur, David Langford describes the process of using TQM to transform working conditions and student achievement and attitudes toward learning at Mt. Edgecumbe High School in Sitka (Alaska). Theresa M. Hicks, a second-grade teacher from Denver Place Elementary School in Wilmington (Ohio), believes she has found the route to dramatically improved teaching and learning through TQM, although she is the sole TQM proponent in her school and district. Suggestions for additional readings on TQM are given. Commentary by Richard A. Rossmiller concludes the issue. (MLF)
