This report details results of a Maryland statewide survey of remedial education at public colleges and universities for students enrolled in the 1994-95 academic year. The study included an examination of the number and type of students who required remediation, the policies and standards used to determine student placement, the success of remedial students, evaluation of remedial programs, staffing for remedial courses, costs, and the sources of funding. More than 46,000 under-prepared students (49 percent), including new freshmen, returning prepared students (49 percent), including new freshmen, returning adults and transfers were enrolled during the 1994-95 academic year. Nearly 90 percent of these students attended a community college. Students who received remediation trailed other students in their grade point averages and the greater the amount of remediation required by community college students, the lower their four-year success rate. More than three-fourths of African-American students enrolled at community colleges obtained remedial help as did over 40 percent of African Americans enrolled at four-year campuses. Maryland's public campuses employed 381 full-time and 758 part-time faculty who taught at least one remedial course or program during the 1994-95 academic year. In FY 1995 $17.6 million was spent on remedial courses and activities, representing 1.2 percent of total expenditures. Twenty-three tables detail survey findings for each community college and public four-year institution in the survey. The survey questionnaire is appended. (JLS)
