The Office of Program Analysis and Government Accountability (OPPAGA), an office of the Florida Legislature, reports on the implementation by Florida's Division of Community Colleges of OPPAGA's recommendations in a 1999 report. This progress report defines the mission of Florida's Community College System as: (1) providing lower-level undergraduate instruction designed to award associate degrees and prepare students for transfer to four-year programs; (2) preparing students for vocations that do not require a B.A.; (3) providing a range of student development services; and (4) promoting economic development within each community college district by providing special job training programs. The previous report found that the Florida Community College System needed to improve its graduation and retention rates for students enrolled in A.A. and A.S. degree programs. The report also found that the funding process could be improved. This progress report suggests development of benchmarks for and reporting of graduation rates for all first-time-in-college students, not just those who have completed at least 18 credit hours. It also suggests using a combination of input-based and performance-based funding, and requiring students to pay 100% of costs for courses that exceed a specific percentage of degree requirements. This report also serves to inform the legislature of actions that were taken in response to the 1999 report. (NB)
