This document presents major presentations and conference highlights from a February 2000 conference on providing positive academic and behavioral supports to students with behavior disorders to maximize education in the least restrictive environment as required under the 1997 amendments to the Individuals with Disabilities Education Act. The texts of five presentations by keynote speakers are provided, which include: (1) "Creating Safe, Effective, and Nurturing Schools: New Opportunities and New Challenges for Serving All Students" (Mary Magee Quinn); (2) "Curricular and Instructional Recommendations for Creating Safe, Effective, and Nurturing School Environments for All Students" (Brenda Scheuermann); (3) "Establishing and Promoting Disciplinary Practices at the Building Level That Ensure Safe, Effective, and Nurturing School Environments" (Michael P. George); (4) "Establishing and Promoting Disciplinary Practices at the Classroom and Individual Student Level That Ensure Safe, Effective, and Nurturing Learning Environments" (Timothy Lewis); and (5) "Establishing School Environments That Ensure Positive Professional Relationships" (Lori Korinek). Highlights from the conference's dialogue groups address the following topics: practitioners' perspectives on positive academic and behavioral supports; promoting positive academic and behavioral supports across settings; improving academic and behavioral outcomes for students with emotional and behavioral disorders; redefining the structure and culture of schools; and violence in America.
