Felton speaks about his childhood and education in Sydney. He worked as a welfare officer with the New South Wales Aborigines Welfare Board (AWB) from 1950 to 1957. He describes the operation of the AWB stations and the processes involved in child removal. In 1957, Felton was appointed to head the newly established Victorian Aborigines Welfare Board (VAWB). He outlines the background to the establishment of the VAWB, its operation, membership, and involvement in adoptions. He also speaks about the history and operations of the Lake Tyers Aboriginal Settlement. In 1971, Felton moved into social work and then welfare administration.
