A study of the philosophies and practices of community-based literacy programs focused on their nature, characteristics, and needs. Five activities were conducted: determination of criteria for defining literacy programs as community-based; program identification; survey and interview of program directors; meetings and follow-up conversations with community-based groups; and data analysis and report development. Data were collected from 24 literacy programs. Characteristics of community-based literacy programs in 10 categories were studied. The programs saw themselves as having a broad mission. Programs had two sets of objectives--program outcomes and learners' objectives. They generally served a different, harder to reach population of illiterates. A comfortable, accessible, nonacademic and nonthreatening setting appeared to be an important determinant of success in reaching and retaining learners. Most found word-of-mouth an effective recruitment technique. They tended to rely on group processes or a mixture of group and one-on-one instruction and to use teachers rather than tutors. Most used an eclectic approach and drew materials from a variety of sources. Extensive support for learners in class and outside was typical. Programs cited a variety of outcomes and an average retention rate of 65-70 percent. Action to address programs' needs was recommended. (YLB)
