Senate Bill (SB) 1422 required the California Commission on Teacher Credentialing to review the requirements for earning and renewing teaching credentials. This report presents the results of the review. Part 1, "Overview of the Comprehensive Review of Teaching Credential Requirements," examines the purpose and structure of the review and the work of the Advisory Panel. Part 2, "Educational Goals and System Architecture," includes the four goals: Improve Teacher Recruitment, Selection, and Access; Teaching Standards and Program Content; Increase Professional Accountability; and System Change and Evaluation. The architecture of a new teacher certification system is noted. Part 3, "Recommendations for a Restructured Teacher Certification System," discusses recommendations related to the four goals. Four appendixes present SB 1422 Advisory Panel References, SB 1422 Advisory Panel Presenters, SA 1422 Regional Network Representatives, and a Glossary of Terms. (SM)
